Bait and switch after signed agreement

I am here to inform you of a scam operating under the company name "NS Auto Transport". I was looking for a transportation company to haul a vehicle from Pompano Beach, Florida to Tomball, Texas. After getting in touch with 'Shane Smith & Emma' of NS Auto Transport, I received a quote for $600.00 with a deposit of $200 and the remaining $400 due upon delivery of the vehicle. While trying to place the down payment using my bank card, Shane Smith said that it would take 48 hours to process the card and requested an immediate payment through Zelle. After making the payment, Shane Smith called me to inform me that he could not ship the car for $600 and that the cost would be around $3500. I asked him to refund my money. He or Emma then called several more time each with a lower price. After 14 phone calls from them in a single day, each time I requested a refund, his offer was $1000. I reminded him the I had signed an agreement with him for $600 and if he could not perform the service for the agreed upon price, he should return my money or take a loss. I have messages and emails to corroborate this. After calling on Monday, he said that they were working on the refund. On Tuesday Shane calls and said the found a driver that can move the car for $600, which I replied that I have found a different company to transport the vehicle. He then told me that there would be a $200 cancellation fee, plus an extra $75 fee. He led me to believe that he owned the transportation company when, actually, he is a broker and both parties have stopped responding to calls and messages.
